Elevating Worker Living Standards: Support Through Singapore’s Dormitory Transition Scheme (DTS)

Singapore’s ongoing efforts to uplift migrant worker housing standards have entered a new phase with the introduction of the Dormitory Transition Scheme (DTS) and accompanying DTS Grant. The Ministry of Manpower (MOM) has designed this initiative to help existing dormitories transition to improved interim standards by 2030, strengthening public health resilience and enhancing living conditions for workers.
Under the DTS, selected dormitories that are not currently on the new New Dormitory Standards (NDS) will need to meet enhanced interim requirements, such as:
Room occupancy capped at 12 residents, with improved living space per person and stronger infection control measures.
Provision of ensuite toilets and enhanced facilities to promote hygiene and wellbeing.
Isolation facilities to improve readiness for future health contingencies.
To help dormitory operators manage the cost of retrofitting, MOM will provide a DTS grant, with applications open from 1 March to 31 August 2026. The grant amount will depend on the type and extent of upgrades needed, with higher funding available for works completed earlier in the transition period.
This initiative not only supports better physical conditions for migrant workers but reflects a broader national commitment to ensure that housing meets evolving health, safety, and livability expectations.
